How is this relevant?
The presence of tutors on TV and film sets plays a critical role that extends far beyond academic instruction, being a cornerstone of safeguarding young performers. This is underscored by the Department for Education’s recent Call for Evidence on safeguarding in out-of-school settings (OOSS), which explicitly includes tuition centres and private tutors within its scope. Issued on 29 May 2025, and open to responses until 21 August 2025, the initiative seeks insights into existing safeguarding practices, the challenges faced, and the support needed to ensure safe and consistent care across all educational contexts, including those outside traditional schools. Individual tutors or learning centres (used to support mainstream education) are also included in the scope.
Why?
The Department of Education are looking to strengthen further guidance that is already available for out-of-school settings, which is where our industry comes in. The terms of a child’s licence, which is a legal document, require a production to facilitate education. Currently, schools have robust systems in place (Keeping Children Safe in Education).
Keeping children safe in education covers, amongst other things:
- Management of safeguarding practices
- Safer recruitment
- How to manage concerns and allegations
- The role of the DSL ( Designated Safeguarding Lead)
Who will this affect?
- On-set tutors
- Productions employing on-set tutors
The CPSH welcomes this document as we have long been campaigning for more robust guidance to scaffold best practice.

Our Take
At CPSH, we welcome the forthcoming DfE guidance and urge CIISA to continue collaborating with creative partners to develop tailored guidance for the Creative Industries. Above all, this guidance must set out clear, shared standards that we can all understand and uphold to ensure safeguarding the children in our care together.
